Can you buy LEGO people without having to buy a whole set of legos?

This question is aimed mostly at the movie-themed legos, like Star Wars or Harry Potter. I am trying to buy some of my little cousins favorite characters, which are sort of obscure, without buying the $100 Lego Sets they all come in. Does the LEGO company offer this option anywhere?

Check out the Lego web site for their pick-a-brick option. You may be able to find heads, legs, bodies and hair to make your own Harry Potter character. There should be some new lego sets coming out this fall, which should contain some smaller sets at more reasonable prices. You may be able to find some characters then.
